Security personnel from Armed Police Force and Nepal Police secured the place on Wednesday morning after the cancellation.
The storm and rain had forced the owners of 160 stalls to abandon the place and move to a secure place on Tuesday night.
Junga Bahadur Malla, the general secretary of Kanchanpur Chamber of Commerce and Industries and member secretary of festival organizing committee said that they have incurred a loss equivalent to Rs 1m.
All the artist from the capital, who were invited to perform during the festival, have returned.
