India, US welcome progress made in statute making process

KATHMANDU, Sept 15: While urging political actors in Nepal to exercise flexibility to bring dissenting groups onboard the constitution making process, India and the United States have welcomed the progress made by Nepal in the constitution making process.

Issuing separate statements, Indian External Affairs Minister Sushma Swaraj and the US State Department Spokesperson John Kirby urged Nepal's political actors to ensure broadest possible consensus in the new statute. They have also stressed on making the new constitution inclusive and flexible to meet demands of the dissenting groups.Indian External Affairs Minister Swaraj in her statement issued late Monday night said India welcomes and commends the recent progress achieved by the Constituent Assembly in the constitution-drafting process wherein several contentious issues have been resolved. She also appreciated Nepal's political leadership for intensively engaging in the critically important task of constitution drafting, through mutual consultations and dialogue.

While expressing concern over the ongoing protests and strife in several parts of Nepal, Swaraj urged political forces to continue flexibility so that any outstanding issues are addressed in widest possible agreement through dialogue and in an atmosphere free from violence. "A Constitution, which is fully owned by and accommodates the aspirations of all regions and sections of the Nepalese society, will lay a durable foundation for a peaceful and prosperous Nepal and will become the focal point for Nepal's bright future," the minister said.

Minister Swaraj said Nepal's political parties, organizations and intellectuals have always displayed maturity and foresight in times of crises and it is only with their continued leadership and wisdom that Nepal can overcome its current difficulties. "A durable and resilient constitution is necessary to build a modern Nepal. We hope that Nepal's leaders will leave no stone unturned in their efforts," she said.

Similarly, US said it is closely following the debate as Nepal approaches the final stages of drafting and promulgating its constitution. "The United States recognizes the utmost importance of this process for the Nepali people and for cementing Nepal's democratic transition and providing the foundation for economic development," said US State Department Spokesperson Kirby.

Kirby expressed hope that the document that emerges embraces creativity, inclusiveness, and flexibility that will build a peaceful and prosperous. "The constitution should have the broadest possible support and the outcome should honor fundamental rights such as gender equality and basic freedoms," the spokesperson further said.

The US has urged Nepali citizens to engage through peaceful and non-violent means and also called on Nepali security forces to exercise restraint in responding to protests.
