A team of seven lawmakers and officials drew the conclusion after two-day field inspection of the roads in the northern districts.
"After the field inspection at the Rasuwagadhi border point and discussions with stakeholders, the team has found that fuels and other essential goods can be imported [from China] easily enough and upgrading of this road can lay the ground for developing this route as a transit between the two friendly nations of the south and the north," read the concluding part of the report submitted to the speaker on Sunday.
Submitting the nine-page report to the speaker, chairman of the parliamentary committee, Rabindra Adhikari, has recommended expanding the proposed Betrawati-Mailung-Syaphrubeshi-Rasuwagadhi road to two lanes.
The committee has recommended upgrading various road sections including Galchhi-Trishuli-Betrawati, Betrawati-Syaphrubeshi section, Syaphrubeshi-Rasuwagadhi section, Kathmandu-Kakani-Trishuli, Galchhi-Betrawati section, Betrawati-Mailung-Syaphrubeshi section, and Betrawati-Dhunche section.
The report stated that the country faced the present supply crisis mainly because the governments in the past failed to implement their own commitments on upgrading the roads connecting with China.
"In all 13 periodic plans, the governments announced programs to expand road networks in the northern side," stated the report. "But they didn't implement the programs. So it has become urgent to start work...."
Stating that Nepal faced blockades by India also in 1970 and 1989, the House committee has criticized the political leadership for not learning lessons from the past and called for immediate action to upgrade the roads to China.
