Govt tables bills on CC, PSC

KATHMANDU, Dec 28: The government tabled two bills -- one on the Constitutional Council (CC) and another on the Public Service Commission (PSC) -- in parliament on Monday. [break]



The government prepared the CC bill to bring in law regarding the operation of the council. At present, the CC is run as per some regulations.



Likewise, the government come up with the PSC bill with the objective of amending an existing act on the commission to upgrade it as per the changed context.



The government is also scheduled to table a bill Tuesday for the seventh amendment of the Interim Constitution of Nepal-2007, and another bill on disappearances.



Earlier, a bill for the seventh amendment of the interim constitution was withdrawn Sunday when Minister for Law and Justice Prem Bahadur Singh was about to table it in parliament.



Speaker Subas Nembang had to require the minister to table the bill later as Madhesi People´s Rights Forum (MPRF) lawmaker Jaya Prakash Prasad Gupta objected to the amendment proposal citing parliamentary regulations under which the Parliament Secretariat should have provided all the members with an advance copy of the bill and any member opposing the bill should have informed about it a day before the meeting.



He demanded that the government withdraw the bill as it was brought directly to the House without informing lawmakers in advance.



The amendment to the constitution would allow the president and the vice president to take their oath of office and secrecy in any of the mother tongues spoken in Nepal.



The government prepared the bill with the objective of resolving the protracted issue of Paramananda Jha as his vice-presidency has been invalidated by the Supreme Court after he refused to take his oath of office and secrecy in Nepali, something which is compulsory for the president and the vice-president. The government has withdrawn state facilities provided to Jha.



Meanwhile, Gupta filed a notice of objection to the amendment bill at the Parliament Secretariat Monday. Gupta filed the notice arguing that the proposed bill was not appropriate for re-activating Jha´s vice-presidency.



Parliament, which resumed after months-long obstructions by the Maoists passed the UN Convention on the Rights of Persons with Disabilities Sunday. The Convention is an international human rights instrument intended to protect the rights and dignity of persons with disabilities.
