Govt initiates process of selecting MD of NEA

KATHMANDU, April 5: The Public Enterprises Management Board (PEMB) is all set to initiate the process of selecting managing director of the state-owned Nepal Electricity Authority (NEA).



The topmost management position at NEA has remained vacant after Dipendra Nath Sharma resigned from the post in November. Later, the Ministry of Energy - the parent authority of NEA - tried to fill the position and sought application from interested candidates as well. [break]



But it was prevented from proceeding ahead after the Commission for Investigation of Abuse of Authority intervened in the matter and asked the ministry to leave everything to the Board - established under the PEMB (Formation and Operations) order launched by Prime Minister Baburam Bhattarai last December.



The Board, which was formed to manage, supervise and regulate all state-owned enterprises, has already discussed the issue during its first board meeting on Monday. “Another board meeting scheduled for tomorrow (Thursday) will formally approve the plan and prepare a guideline based on which the appointment process will begin,” Bimal Wagle, CEO of the Board, told Republica.



Based on the guideline, the Board will issue a public notice by Friday or early next week to invite interested candidates to apply for the post.



Once applications are filed, best candidates will be selected based on personal qualification and experience, quality of business plan, face-to-face interview and leadership capacity. This task will be performed by a six-member committee, formed under the chairmanship of the Public Service Commission´s chief or someone appointed by the person. Following this, the committee will forward names of three best applicants to the government for final approval.



“Our priority now is to make the entire process as transparent as possible,” Wagle said. “We will also be encouraging best people to apply for the post. For this we will be relaying the information to various umbrella bodies of professional organizations so as to increase participation of candidates.”



Ever since its establishment, the Board has been working on initiating the process of filling vacant positions of chief executives and board members in all state-owned enterprises. “After the process of selecting candidates for NEA is complete we will begin the process of choosing chief executives of Nepal Oil Corporation, Nepal Airlines Corporation, Employees Provident Fund and Rastriya Beema Sansthan,” Wagle said.



The Board is also planning to initiate the process of filling vacant positions of board members and chairman is all state-owned enterprises very soon, according to Wagle.
