Talking to pressmen here Sunday, Pokharel, who is also the government spokesperson, said the government would be compelled to take alternative ways to avert possible financial crisis in the country if the Maoists do not come to consensus to resume parliamentary proceedings by mid-November.
Elaborating the alternatives, Minister Pokharel said the government would approve the budget without the participation of main opposition in the parliament or through the promulgation of an ordinance.
“Though it would be good to have the budget passed through parliamentary debates participated by the Maoists, it seems that we will have to explore other options. If the Maoists continue to obstruct parliamentary proceedings, the budget will be passed through voting process in which the government is sure to get majority support,” Pokharel added.
He further added that the government is will run out of cash after mid-November because the budget amount released through vote of account bill is emptying.
"The government can promulgate a budget ordinance because it can´t run the country without cash," he stressed.
Pokharel, however, stressed that the first priority of the government would be to bring the Maoists into consensus to endorse the budget. He also expressed hopes that the former rebels would come to consensus soon.
