KATHMANDU, July 24: The Administrative Committee of the cabinet on Friday promoted 22 joint secretaries to posts of secretaries. The cabinet meeting held later in the evening also appointed two joint secretaries as secretaries at the Ministry of Health and Population. Altogether 24 posts of secretary were vacant for the last two years. The committee has decided to appoint Dhan Raj Ratala as acting secretary. [break]
The cabinet meeting decided to promote the joint secretaries following several rounds of talks as the ministers in the committee failed to arrive at consensus over sharing the positions among their favorites Wednesday. Of the total 20 joint secretaries serving as acting secretaries, 14 were picked as secretaries on Friday.
The promoted secretaries are: Dinesh Hari Adhikari, Yub Raj Bhusal, Deep Basnet, Shree Ram Panta, Keshav Prasad Bhattarai, Pratap Kumar Pathak, Madan Kumar Bhattarai, Niranjan Baral, Sushil Ghimire and Nabin Kumar Ghimire.

Likewise, Krishana Gwyali, Rudra Kumar Shrestha, Kishor Thapa, Krishna Hari Baskota, Mod Raj Dotel, Binod Gyawali, Dhruba Prasad Sharma also have been promoted to secretaries. Likewise Yagya Prasad Gautam, Nathu Prasad Chaudhari, Ram Swaroop Sinha, Ganesh Raj Joshi and Nagendra Prasad Ghimire are also among those promoted to secretaries.
The two secretaries appointed at the Minsitry of Health and Population are Sudha Sharma and Prabin Mishra. Both of them were serving as joint secretaries at the ministry.
Joint secretaries, who served as acting secretaries for the last one year but were not promoted to the post of secretary are: Hari Prasad Nepal, Ananda Raj Pokharel, Narayan Gopal Malego, Hari Ram Koirala and Keshav Raj Kandel.
The committee, however, did not promote some of the seniormost joint secretaries.
Dozens of joint secretaries, who were serving in their current positions for the last 16 years, have been deprived of promotions. Joint secretaries Anil Kumar Pandey, Krishna Chandra Paudel, Madhav Prasad Regmi, and Nar Bahadur Swar have been serving as the joint secretary for the last 16 years.
Ignoring these seniors, the committee decided to promote the joint secretaries who have been serving in their current positions for just seven years.
Those promoted in this fashion are: Mod Raj Dotel, Ram Swaroop Sinha, Nathu Prasad Chaudhari, Keshav Prasad Bhattarai, Shree Ram Panta and Nabin Kumar Ghimire.
