Emerging out of the meeting after signing the agreement at Prime Minister´s Official Residence in Baluwatar, MPRF Chairman Upendra Yadav said, "We will join the government soon." Yadav is likely to lead his party in the government with the portfolio of deputy prime minister and foreign minister. His party is likely to get more ministerial portfolios.[break]
The four-point deal dwells mainly on four separate issues: the conclusion of the ongoing peace process, promulgation of new constitution, power-sharing among political parties in the new coalition and addressing the concerns of Madhesh.
The three parties have agreed to move forward forming a national consensus government. The power-sharing agreement in the deal emphasizes on putting efforts to bring other parties in the government, run the new government on the basis of Common Minimum Program (CMP) and the codes of conduct as agreed among ruling parties, form a High Level Political Mechanism to ensure coordination in the government functions and share ministerial portfolios as per mutual consensus.
As its preconditions to join the new government, the MPRF had sought government´s commitment to conclude the peace process and promulgate new constitution within the stipulated deadline, and address the Madhesh agenda.
On Madhes issues, the ruling parties have agreed to implement the remaining provisions in two separate agreements reached between the government and United Democratic Madhesi Front (UDMF) on August 30, 2007 and February 28, 2008 and form a Madhesh autonomous federal state with rights to self-determination through Constituent Assembly while keeping intact Nepal´s sovereignty, unity and territorial integrity.
On the issue of new constitution, the three parties have agreed in principle that new constitution should be promulgated within the stipulated deadline of May 28. They have also agreed that the new constitution should incorporate all basic principles and values accepted worldwide such as human rights, state power and sovereignty, rule of law, press freedom, independent judiciary, inclusive democratic federal republic, civil supremacy and multi-party competitive politics.
Likewise, the government will take initiatives to endorse Proportionate-Inclusive Bill in the parliament at the earliest, control sand and stone quarrying and their exports to India and conserve natural resources including forests. Providing citizenship certificates to Madhesis without hassles, making necessary arrangements to implement Land Use policy and forming a Muslim Commission are among other agreements reached to address the issues raised by Madhesh.
The ruling parties have also committed to hold dialogues with various agitating armed groups in Tarai, take concrete measures to curb growing violence, crimes and impunity in the country, and make necessary arrangements based on proportionate-inclusive principle for Madhesis to join the national army.
