KATHMANDU, Dec 28: As there is a slim chance of removing constitutional and legal hurdles within the deadline set by the Election Commission (EC) to conduct fresh polls, the Federal Democratic Republican Alliance (FDRA) is mulling CA revival as an alternative if political parties do not reach a package deal on all contentious issues.

A meeting of FDRA, an alliance of nearly two dozen political parties, including the UCPN (Maoist), held in the capital on Thursday concluded that the CA revival would be an easy and the least expensive option to take the constitution writing process ahead. FDRA, however, has reiterated that the current Baburam Bhattarai-led government should be transformed into a national consensus government. [break]

"If the political parties forge consensus on all issues by January 9, the alliance is ready to accept a national government led by any party," said Spokesperson for FDRA Prem Bahadur Singh, adding, "But, if the political parties fail to arrive at consensus by January 9 we will move ahead with the agenda of reviving the dissolved CA."

EC has already made it clear that it would be unable to conduct CA polls by mid May if constitutional and legal hurdles were not removed by January 9, stating that the constitutional body needs at least 120 days to make preparations for the election.

The government has decided that it would conduct CA polls by mid April-mid May.

According to Rukmini Chaudhari, leader of Sanghiya Lokatantrik Rastriya Manch, the meeting concluded that if opposition parties really want to go for fresh polls, the issues of election must be resolved by January 9 as Acting Chief Election Commissioner Dolakh Bahadur Gurung and Commissioner Ayodhi Prasad Yadav are retiring on January 11.

Singh said the meeting stressed the need for reviving the CA also for constitutional amendment. "The Interim Constitution should not be amended through ordinance as it may create problem in future," he added.

However, according to a leader present at the meeting, Deputy Prime Minister and Home Minister Bijay Kumar Gachchhadar said the alliance should take initiatives to forge consensuses on options other than CA revival.
