Member of the Constituent Assembly, Narahari Acharya said the constitution writing was neglected as the main political parties and their leaders failed to identify the roadblocks that might come in course of constitution writing and chalk out the strategy for addressing such problems in time and also because attention was not given toward the integration of the Maoist combatants, the inability to constitute the state restructuring commission and the political squabbling focusing on power.
Shrawan Kumar Agrawal of the Madhesi Janadhikar Forum said only the draft of the constitution could be issued provided there is agreement on this among the leaders.
Constitutional expert Dr. Bipin Adhikari said the chances of promulgation of the new constitution on the stipulated date are slim due to the irresponsible activities of the leaders. He alleged that the Constituent Assembly has become the mere tool of the political parties.
Another constitutional expert Chandra Kanta Gyawali said there is no leader in any of the parties who can take stance on matters of national interest.
Gyawali said the Article 64 of the Interim Constitution did not provide the unlimited right of extending the term of the Constituent Assembly to leaders, stressing that the sovereign people reserve the right to ask for constitutional remedy if attempts are made to extend the term of the CA again.
