The CNNR will chalk out strategy and master plan for sustainable utilization and protection of environment and natural resources of the country. It will function as a body to resolve disputes that may surface among the governments in different levels on environment and natural resources. The commission will also issue necessary directives after conducting study, research and analysis on natural resources.
Likewise, the NFC will prepare a comprehensive foundation and mechanism for revenue sharing among the central, provincial and local governments. The commission will recommend a formula to reduce the financial imbalance between the provincial and local governments and recommend conditional grants for the development of infrastructures and other programs. Among other things, the commission will also resolve disputes that may surface between central and provincial or provincial and local bodies. Both the three-member commissions will be headed by a chairman.
Committee divided on land reform provision
The 43-member committee has been divided over endorsement of land reform provision. As per the provision, "The state will have authority of land acquisition as per the law of the land while implementing its scientific/revolutionary land reform programs." Though the provision was passed by the majority members of the committee present in the meeting on September 18, the provision later happened to be on minority as 22 members, including those who were absent on the voting day, filed their dissent.
Maoist and some other CA members voted in favor of the provision while members from Nepali Congress, CPN-UML, Madhesi People´s Rights Forum and Tarai Madhes Democratic Party are against it. The parties against the provision are for ensuring compensation to the owners in case of acquisition of such land by the state.
CA gets business
The CA has got the business of giving continuity to full house deliberations. Currently the CA is holding deliberations on the preliminary draft report prepared by the committee on Fundamental Rights and Directive Principles.
NRFRRS, which is the eighth thematic committee to prepare the preliminary draft report, is scheduled to handover the preliminary draft report to CA Chairman Subas Nembang on Sunday. "If they submit the draft report by Sunday, I can make announcement of the date to table the new report and give continuity to the CA without proroguing the House," Nembang told myrepublica.com. Other three thematic committees -- the committee on system of governance, committee on state restructuring and distribution of state authorities, and the constitutional committee -- are yet to finalize their reports.
"I am pressing other three committees to finalize their reports before mid-December as well," Nembang said.
