Dollar looting case unlikely to resolve

KATHMANDU, Dec 2: The case surrounding the looting of US$300,000 allegedly by two policemen is not likely to be resolved.



Myrepublica.com has discovered some facts that hint at the chances of the case ending up in a mysterious failure. [break]



The case earlier undertaken by Metropolitan Police Commissioner´s Office (MPCO) is now being handled by Metropolitan Police Range Kathmandu (MPRK). MPRK has lodged a robbery case against policemen Ram Prasad Subedi and Makar Shrestha in Kathmandu District Court.



MPRK has received an investigation report from Metropolitan Police Crime Division (MPCD) which did not even follow a basic procedure in crime investigation as it has not filed any Muchulka (documentation) of the robbery. The MPCD did not even bother to raid on the residences of the accused cops.



MPCD´s report does not also answer the uninformed absence of two cops from their barrack during the reported time of the robbery. It has not even mentioned the addresses of the accused.



An official at MPRK said MPCD´s investigation report has nothing substantial on the basis of which the police could move ahead with the prosecution.



As the suspicious handling by MPCO was revealed by the media, police headquarters had formed a parallel probe panel led by DIG Rajendra Singh Bhandari. However, MPRK has got no input from Bhandari panel.



Besides, police plan to move ahead with prosecution based on a fabricated complaint which mentions that the robbed amount as Nepali currency, though it actually was dollars.



The accused were initially detained without any complaint against them. Tthen MPCO chief AIG Kalyan Kumar Timalsina had detained them, beyond his jurisdiction. Timalsina had even suspended Shrestha.



The complaint was lodged at MPCD only after a few days after the duo´s detention. The police plan to prosecute them based on this complaint. This complaint is said to a fabricated one filed to protect the owner of the illegal dollars, a Tibetan businessman, who is not in the case. The complaint was filed Chenga Shrepa, who is the driver of the alleged owner of the dollars.



"There is nothing solid in the prosecutors´ favor," said an official.



Shrestha and Subedi had allegedly looted the amount from Dallu on October 17 and MPCO had arrested them on October 28. They are now in judicial custody.



With poor evidences against the accused, an MPRK official said police are likely to lose the case in the court.
