Discussion on electoral system

KATHMANDU, March 19: A discussion program held here on Friday with the objective of facilitating an environment to settle disputable issues surfaced in the Constituent Assembly (CA) in the context as to which electoral system will be appropriate under the forms of governance and legislative framework of the State.



At the program organized by the Center for Constitutional Dialogue (CCD) under the Support to Participatory Constitution Building Project (SPCBP) of the United Nations Development Program (UNDP), International Project Manager Prof. Rohan Indrisinha said it will be difficult to hold elections ensuring equal representation of all communities of Nepal characterized by ethnic diversity. Stressing that the lawmakers should use their conscience, he said there is no alternative to give priority to representative electoral system.



Undemocratic practices are found nurtured in Sri Lanka having adopted the presidential system, he asserted, presenting examples that even the Supreme Court functioning are influenced by the President.



CCD Director Krishna Khanal presenting a working paper based on electoral systems proposed in the election to legislature argued that it will not be appropriate to enshrine the provision of proportional electoral system in the new constitution.



Lawmakers from various political parties rendered comments on the working papers presented by Prof duo Idrisinha and Khanal.
