According to locals, Rama Kant has been evading punishment with help from local politicians. As per the report submitted by the probe team in June 2010, Rama Kanta had embezzled Rs 4,381,565 from the school fund. Later, Rama Kant had also admitted to his crime and had promised to return Rs 1.4 million.
According to the report, Rama Kant had been withdrawing funds in the name of a deceased teacher and misappropriating funds meant for scholarship to Dalit students.
Shivanandan Yadav, who was also a member of the probe team, said Rama Kant had returned Rs 700,000 to the school.
The probe report had not only directed Rama Kant to return the money but had also accused him of abusing his authority. Locals had registered complaints at the District Administration Office (DAO), Saptari and the Commission for the Investigation of Abuse of Authority (CIAA) against Rama Kant.
The locals complained about a dozen chief district officers have come and gone in the last three years, but none of them bothered to look into Rama Kant´s case.
Chief District Officer Hari Krishna Poudel, however, said that he was unaware about the case. “Rama Kant will be punished if found guilty,” said Poudel. Rama Kant however refused to comment.
