KATHMANDU, June 17: Nepali Congress leader Ram Sharan Mahat has asked government to make serious effort to develop a consensus to bring a full-fledged budget for upcoming fiscal year 2012/13.

“The current caretaker government has no moral right to bring a full-fledged budget for the next fiscal year,” Mahat told an interaction program with media persons on Sunday, “It can bring only one third of budget if it can´t forge a consensus among political parties.” [break]He added that the budget should be only a continuation of old programs and general expenditure.

Additionally, Mahat has claimed the government´s step to endorse different bills through ordinance were violation of norms. “This is completely against the spirit of national consensus,” he said. “An all party national consensus government is a must for full-fledged budget.”

Meanwhile, Mahat has claimed the government has increased the capacity of Upper Trishuli against the public procurement act 2006. “The Ministry of Energy (MoE) has decided to increase the Upper Trishuli from 60 MW to 90 MW,” Mahat said. “The cabinet will approve it soon.”

Charging the government of being involved in a corruption of Rs 1 billion while increasing the capacity of Upper Trishuli, Mahat said, “This all is to manage money for election by UCPN Maoist.”

Government official however, refused to comment on the development of the project.
