CC forms panel of top leaders to tackle disputes

KATHMANDU, Feb 25: With the extended deadline of the Constituent Assembly (CA) expiring in just 92 days, the Constitutional Committee (CC), the statute-drafting body of the CA, on Friday formed a sub-committee to settle disputes in constitution writing.



UCPN (Maoist) Chairman Pushpa Kamal Dahal, CPN-UML leader Madhav Kumar Nepal, Nepali Congress parliamentary party leader Ram Chandra Paudel and Kalpana Rana of Nepal Communist Party (Samyukta) have been nominated as members of the sub-committee. Rana was chosen from among the small political parties.[break]



One CC member will represent the Madhes-based political parties in the five-member sub-committee, but they are yet to nominate the member.



The sub-committee will discuss the remaining 75 contentious issues in the preliminary drafts and forward its report to the CC, which will then prepare the first integrated draft of the new constitution.



The sub-committee has been given 17 days to settle the disputes. The top leaders can invite others from among CC members as and when needed. The sub-committee will choose its coordinator at its first meeting.



The party leaders decided to form the five-member team with a view to expedite the tasks of dispute resolution, as deliberations among the 64-member full committee would be unproductive.



The move to form the panel with represention by top leaders has instilled new hope among people frustrated by the slow progress of the CA.



Earlier, the high-level taskforce with representation from among the parliamentary party leaders in the CA had sorted out some 130 out of the total of 210 disputes. Maoist Chairman Dahal headed the seven-member taskforce and UML Chairman Jhalanath Khanal, NC leader Ram Chandra Paudel and Upendra Yadav from Madhes-based parties were among the members.



The parties are yet to take decisions on some of thorniest issues including determining the form of governance, electoral model, legislative bodies, the judicial system and state restructuring.



Madhes-based parties at odds



According to a CC member, leaders from Madhes-based parties couldn´t come up with a consensus candidate at the meeting. When CC Chairman Nilambar Acharya received some names and announced them at the meeting, some leaders including Bijay Gachchhadar and Hirdayesh Tripathi objected to Upendra Yadav´s name. They said Yadav can´t represent all Madhes-based parties.



As they disputed the matter, the Madhes-based leaders were given around 15 minutes to discuss and recommend a member through consensus, but in vain. After that, the meeting entrusted Chairman Acharya with the responsibility for finalizing the name through consultations with Madhes-based party leaders. "I talked to them. The name has been almost finalized and I am hopeful we will be able to make the nomination by Saturday," Acharya told Republica.



Acharya said he is hopeful the sub-committee will be effective in its objective of dispute reconciliation. "Despite their involvement in power politics, the top leaders have been giving regular time to the CC in recent days. This has encouraged me and I am optimistic that they will be able to concentrate their efforts on statute drafting," he said.
