Speaking at a national constitutional discussion organized by MIREST Nepal on “Local Bodies and New Constitution”, speakers said the local bodies should be established to guarantee people´s rights.[break]
Unified CPN (Maoist) leader and lawmaker Gopal Kiranti said his party´s proposal to make 800 districts merging 927 areas was rejected by other parties and stressed for making the local bodies powerful during the state restructuring process.
CPN-UML leader and lawmaker Krishna Prasad Sapkota said the local bodies should be made more responsible and judicial, administrative, financial, cultural, and other structures should be clarified in the new constitution.
On the occasion, Government Secretary Som Lal Subedi presenting a paper on “Local Government on the Constitution of Federal Nepal” said the new constitution should manage the pre-conditions for the state structure, organization and power.
Chairman of the Local Good Governance and Responsibility and Mechanism Dr. Hikmat Bista said political willpower must be strong to make local bodies powerful and effective.
During the program Chairman of MIREST Nepal Suresh Acharya, former government Secretary Ganga Dutta Awasthi, Prof Prem Sharma, journalist Swagat Nepal and others said people can enjoy their rights only when the local bodies were restructured in a scientific way.
