CA makes tenth amendment

KATHMANDU, Mar 9: The Constituent Assembly (CA) on Tuesday made amendment in its timeline yet again. It, however, has not changed the final deadline to the new constitution on May 28.



The tenth amendment on Tuesday removed all the internal deadlines given to finish various programs. “Now there is the only one deadline that is the final day (May 28) to promulgate the new constitution,” CA Chairman Subas Nembang said. This means there will be no need for further amendments except in the case of the final deadline. [break]



However, all the scheduled procedures to be carried out before finalizing the draft of the new constitution have not been eliminated.



Nembang said the CA had to remove the internal timelines as it was approaching the final deadline even as various works are yet to be accomplished.



Chief Whip of CPN-UML Bhim Acharya said they decided to put all the activities in a ´single basket´ and give continuity to the works. The party leaders have informally agreed to give the Constitutional Committee (CC) a month to prepare the first integrated draft of the new constitution by integrating the 11 thematic reports after the 601-member CA forwards all the preliminary drafts to the CC.



As per the ninth amendment, the CC was scheduled to prepare the first integrated draft by March 5. But the CA has forwarded only two of the 11 thematic reports to the CC so far.



CA to convene regular meeting of PP leaders



Meanwhile, leaders in the Business Advisory Committee (BAC) of the CA have decided to convene regular meeting of the parliamentary party leaders to forge consensus among the parties.



“The meeting will start immediately. Hope, that will be helpful in sorting out the issues,” Nembang said.



Leaders in the BAC have also informally agreed to speed up the task of forwarding the remaining preliminary draft reports to the CC that is entrusted with preparing the integrated draft report. They are ready even to go for voting if they fail to resolve the contentious issues.



“Though we haven´t fixed the date to start voting process, we will go for it soon,” he said.
