KATHMANDU, Jan 24: After failing to meet the deadlines, the Constituent Assembly (CA) has amended its calendar of events for the ninth time, without, however, changing the May 28 date for the promulgation of the new constitution.

Though all the 11 thematic committees of the CA have submitted their reports to the CA, the full house of the CA is yet to deliberate on at least two reports. The CA was supposed to forward the reports, along with feedbacks after discussion in the full house, to the Constitutional Committee (CC) that is entrusted with preparing a single integrated draft report comprising all the thematic reports by January 21. The ninth amendment extended the deadline to February 4, as per the suggestion of the Business Advisory Committee of the CA.

The CA is currently discussing the preliminary draft report prepared by the Committee on System of Governance while the discussion on the report prepared by the Committee State Restructuring and Distribution of State Powers is yet to begin.

Likewise, the CA has amended a provision in its regulations on forwarding the preliminary draft reports to the CC. According to the regulations, the CA was to supposed to send all thematic committee reports to the CC at once only after deliberations in the CA. After the amendment to the regulations, the CA can now forward the reports to the CC one by one.
