Siraha District Police Chief Suraj KC, however, said there was no blast. Locals said the police cleared the debris to hide the incident.
Issuing a press statement, ATMM Commissar Biplab said the explosion was carried out to demand Madhesi administrators in the Madhes districts.
The explosion came after the previous chief district officer (CDO), Birendra Prasad Yadav, was transferred from the district.
