Bill registered to fast track constitution making

KATHMANDU, April 22: The government registered a bill to amend the Article 70 of the interim constitution with a view to shortening the process of getting the new constitution endorsed through the Constituent Assembly (CA).



The government registered the bill at the parliament secretariat on Sunday as per the agreement reached at the top level of the three major political parties a couple of days ago.[break]



The leaders agreed to amend the constitution as following existing provisions to pass constitutional bills requires several days.



As per the Article 70 of the interim constitution, each and every article of the new constitutional bills must be submitted at a meeting attended by two-thirds of the 601-seat CA and the bill must then be passed by two-thirds of the attending members.



If the bills fail to get endorsed, as per the Article 70, the leaders get additional 22 days to take initiatives to forge consensus. The article is invoked if even a single lawmaker objects to any of the provisions in the new constitution.



The new amendment bill seeks to do away with the provision of giving additional 22 days to political parties.



As per the new provision, the new constitution must be endorsed in its entirety by two-thirds majority of the full sitting of the CA through a single motion.



The decision to amend the provisions was taken in view of the time constraints as the latest CA deadline is expiring on May 27.
