Arresting Maoist cadres against CPA spirit: PM

KATHMANDU, Jan. 8: Prime Minister Dr Baburam Bhattarai has claimed that the government could not second the arrest of Maoist cadres allegedly involved in the murder of journalist Dekendra Raj Thapa during the insurgency period.



The Prime Minister, who is also the UCPN (Maoist) Vice-Chairman, further said that his party cadres were arrested with the backing from so-called human rights activists.



Releasing a book ´Rajyadwara Bepatta Yodhha: Rajendra Dhakal Samman Ra Samjhana´ penned Manjima Dhakal in the capital on Tuesday, Prime Minister Dr Bhattarai said that task of registering cases taking over insurgency related events were against the sentiments and spirit of Comprehensive Peace Accord (CPA).



Maoist cadre Rajendra Dhakal, father of Manjima of Gorkha district was forcibly disappeared by the state security forces during the insurgency.



The Prime Minister said, "Cadres and leaders of UCPN (Maoist) have been arrested by the instigation of some so-called human rights activists. This cannot be accepted at any cost. This is against the spirit and sentiments of the CPA."



None can be booked by resurrecting the cases of insurgency by going against the spirit and sentiment of the CPA, the Prime Minister said.



The government is preparing to form the Commission on Truth and Reconciliation to address the concerns of conflict-time cases.



This Commission has not been formed due to some technical hassles. Only this Commission will finalize the conflict-time cases. None has the right to resurrect the cases before that," the Prime Minister added.



He said that the government was not able to make public the whereabouts of forced disappeared due to non-cooperation to set up the Commission.



Commenting on the arrest of torture suspect Nepal Army Colonel Kumar Lama, the Prime Minister said that the UK government violated the international law by arresting Lama.



He added that the UK government interfered in Nepal´s sovereignty by arresting the Nepal Army officer deployed in UN peacekeeping mission and without informing Nepal.



The UK government has no right to punish Colonel Lama and added that Lama would be booked under domestic law if he were to be found guilty.



On the occasion, Attorney General Mukti Narayan Pradhan said that the Supreme Court had given clear verdict some five years ago over the issue of Rajendra Dhakal and other cases of forced disappearance and added that Truth and Reconciliation Commission should be formed as early as possible.



Pradhan said that the President should immediately endorse the bill submitted by the government for the formation of the Commission.



Also speaking at the programme, widow of Dhakal, Bimala said that the Maoist party discarded the families of the disappeared and martyrs though it became the single largest party due to their sacrifices.



Manjima has included the family sufferings, steps taken by the family to search for Rajendra and many other aspects in the book.
