34,000 civil servants fail to submit property details

KATHMANDU, Dec 6: National Vigilance Center (NVC) on Monday said that 77 Constituent Assembly (CA) Members, 106,996 teachers and more than 34,000 government employees have not submitted their property details as required by existing law.



According to the NVC, State Minister for Civil Aviation and Tourism Satrughan Prasad Singh Koiri, Secretary Gyanchandra Acharya and National Planning Commission members Pushkar Bajracharya and Ganesh Gurung among others did not submit their property details within 60 days of the end of the fiscal year.[break]



“More than 34,000 civil servants including some high level officers have not submitted details of their property,” NVC spokesperson Sher Bahadur Dhungana informed, adding, "The Commission for Investigation of Abuse of Authority (CIAA) can initiate action against them."



He informed that the NVC is forwarding the list of those failing to furnish property details within the deadline.



The Anti-Corruption Act-2059 requires civil servants to submit their property details within 60 days of the end of each fiscal year. Those not doing so face a fine of up to Rs. 5,000.



According to data made public by the NVC, CA members Sher Bahadur Deuba, Arjun Prasad Joshi, Arju Deuba, Ambika Basnet, Urmila Thapa, Eknath Dhakal, Chandra Prakash Gajurel, Khobhari Yadav, Jitendra Prasad Sonar, Ram Chandra Jha, Ram Saran Mahat, Renukumari Yadav, Bishwendra Paswan, Shyam Sundar Gupta and Sarita Giri did not submit their property details.



Likewise, Deep Kumar Upadhaya, Devi Khadka, Prakash Man Singh, Baban Singh, Manmohan Bhattarai and Motilal Dugad, among others, failed to submit property details.



The NVC said no vice chancellors, professors or permanent lecturers submitted their property details.



Of the total 34,000 defaulting civil servants, 34 first class officers, 389 second class, 1,838 section officers, 5,335 non-gazetted first class and 9,561 non-gazetted second class officers did not submit property details within the stipulated timeframe.



Similarly, hundreds of officers from the Nepal Police and Armed Police Force have violated the Anti-Corruption Act by not submitting property details in time.



The NVC informed that 5 SSPs, 13 SPs, 64 DSPs and 293 inspectors, among others, failed to submit property details in time.



Seven members of the Administration Restructuring Commission (ARC) including Prof. Dr Bhim Dev Bhatta, Bijaya KC, Achyut Raj Rajbhandari, Rajendra Man Shrestha, Prabhu Hajara Paswan, Narayan Nepal and Amar Singh Shah also failed to submit property details as required by law.
