The Eastern Regional Office determined this based on the analysis of incidents occurred in the region during one year.[break]
A total of 113 people were killed by the state-side and non-state side in the region during the period, according to the record of the INSEC.
Eighteen people were killed each in Morang and Siraha district, 14 in Saptari, 12 in Jhapa and nine in Sunsari district.
Out of the total 750 cases of human rights violation, the state side committed 169 cases of human rights violation including 20 on women.
A total of 343 women were victimized from the non-state side.
Similarly, 18 people including a woman were kidnapped in the region during the period.
As many as 96 children including six boys were victimized in the cases of the child rights violation.
A total of 162 cases of women´s rights violation had taken place during the period. Of them, 61 were the cases of violence against women, 49 were of rape and 20 were of polygamy whereas 130 cases had taken place during the same period of the last year.
Similarly, the report stated that 27 people were victimized due to threats and of them two are male victims who faced threats from the state side.
In the cases related inhumane treatment, six men and four women have been victimized and the number of people suffering beatings from the state side is 49 and that from the non-state side 94. Of this number, 36 are women.
In the incidents related to the rights to assembly, 87 people have been the victims from the state side while one person from the non-state side.
The Human Rights Year Book states that impunity, political instability, lack of accountability and weak law enforcement are behind the significant rise in such incidents. It stressed on strong legal system and the rule of law for improving the human rights situation.
