Though Poudel’s remark might be loaded with good intentions, he should understand that it is not an option now as a lot of water has already flown under the bridge. First, as mentioned earlier, all major parties, including CPN-UML, UCPN (Maoist) and Tarai-based parties, have already submitted their concepts and maps and we cannot allow their hard work to go to waste. Second, the deadline for writing the constitution is just round the corner and it wouldn’t be wise to start a process all over again. Instead of backtracking toward setting up such a commission, the NC should come up with its own concept and map on federal units or provinces and submit it to the state restructuring committee. In fact, we believe that NC, which is Nepal’s oldest political party and the second-largest party in the CA, should have taken the lead and finished the task a long time back.
Eight out of the 11 thematic committees have already prepared their draft report. If the NC is able to submit its concept and map, one more committee will be in a position to immediately table its preliminary draft report for discussions in the CA full house. We urge NC not to play the spoilsport by slowing down the constitution-drafting process.
The Committee on State Restructuring had, in fact, time and again asked NC to submit its proposal but without any avail. It has once again extended its deadline and asked the party to submit its concept and map by Monday. The committee has even warned that if the party is not able to meet the latest deadline, it will submit its preliminary draft report for discussion without the NC’s proposal. Now, that would be extremely unfortunate. Hence, we urge NC to do the needful as soon as possible.
