KATHMANDU, Nov 22: Amid growing problems due to lack of proper information to overseas workers, the government is setting up Migration Research Center in the capital with the assistance of International Organization for Migration (IOM), a senior official said. [break]

“The root cause behind the different problems that the migrant workers face in labor destinations is the lack of proper information about their jobs,” Purna Chandra Bhattarai, joint secretary at the Ministry of Labor and Transport Management, told myrepublica.com on Saturday.

“The center aims to provide reliable information to the jobseekers with the use of modern information technology so that they do not have to entirely depend on recruiting agencies for job-related information,” added Bhattarai.

IOM is providing technical assistance worth Rs 3 million to the government to establish the center that is expected to ensure safe migration and provide detailed information to jobseekers about overseas jobs.

“The center would function as a service-oriented institution that provides all information to jobseekers so as to make them less vulnerable to cheating at the hands of thugs,” Bhattarai added.

After assessing the effectiveness of the center in the capital -- which is regarded as the pilot project, such centers will gradually be opened in other zones at the existing offices of employment information centers.

The center will be brought into operation by the end of December and it will have the facility of necessary technical equipment, internet and different learning materials besides imparting knowledge about the different aspects of migration for the benefit of overseas job aspirants.

“Jobseekers can enjoy internet facilities and will have access to other sources for information about host countries, job prospect, demands, rights of workers and post-departure problems that might emerge during their stay abroad,” said Bhattarai.

The center will also serve as the point from where aspirants will be provided with information about service charges to be levied by recruiting agencies, laws and regulations of the recipient countries and the fraudulent manpower agents. Besides, the center will also inform the aspirants about measures to minimize problems that may arose in host countries and deal with them.

Sarat Das, IOM Chief of Mission, said the center will help the migrants better prepare for prudent decision on foreign employment. It will also the enhance the bargaining power of the job aspirants to negotiate better terms and conditions with the recruiting agencies before embarking on the overseas jobs, he added.

“The center will also provide individual counseling to aspirant workers. Migrants will be helped to match the profile of jobseekers with employment opportunities and nature of jobs available in job destinations,” said Das.

Das added that the center will not only give general information about job opportunities in different destination countries but also about potential risk and vulnerability in host countries.

The center will also provide information regarding HIV/AIDS to overseas jobseekers and make them aware about precautionary measures to protect themselves from the fatal disease.
