KATHMANDU, Feb 19: In its manifesto made public in Janakpur on Wednesday, the Nepali Congress pledged to build a country that inspires Nepalis living abroad to return home and allows those who remain in the country to see a bright future here.

The document also promises to connect the knowledge, skills, and capital of Nepalis scattered around the world to the revival of the motherland.

The party has also committed to building a Nepal that promotes wealth creation and employment. The manifesto states that the state will stand firmly behind anyone willing to invest, create jobs and wealth, and engage in production. It says the government will support citizens engaged in businesses of all sizes and will also empower economically disadvantaged people so they can earn income and build assets.

The manifesto says fair value for workers’ sweat and labor, along with social security and dignity, will be the duty of the state. It adds that the government will encourage transparent and legitimate profit-making while strictly controlling the illegal accumulation and misuse of wealth. Political leadership, it says, will promote economic integrity and ethical conduct as a social norm.

The Nepali Congress states that Nepal will become a country for citizens who dream of progress and advancement. The party believes those dreams will be realized through sustained economic growth, stable policies, hassle free public services, the experience of the older generation, the fresh thinking of youth, and the shared effort of citizens.

The manifesto says youth inspired by national rebuilding will become partners in governance and development.

Through the manifesto, Congress has pledged to build a Nepal of farmers who feed the nation and raise its global profile. It states that agriculture will become a modern and dignified choice rather than a compulsion. Nepali farmers will not only supply healthy food for the country but will also gain maximum use of technology, easier market access, and fair prices for their produce.

The party promises that young people will find confidence and a future in agriculture. It also pledges to end shortages of irrigation and fertilizer, ease the burden of insurance and payments, and ensure markets and prices. The manifesto says the state will support agro-entrepreneurs at every step to build Nepal’s products into global brands.

Congress has also promised that families will no longer live in fear about how to afford treatment if someone falls ill. The manifesto says health care is not charity from the state but a fundamental right of citizens. Based on this principle, the government will ensure every Nepali has access to medicine and hospital care through an advanced health insurance system comparable to developed countries.

Similarly, the party has pledged universal access to education and basic changes in infrastructure so that no one is deprived of quality education due to financial hardship. It states that children with proper nutrition learn better, so the state will take responsibility for nutrition alongside education. Children free from all forms of violence and exploitation will be able to enjoy their childhood in schools and playgrounds.

The manifesto adds that from pre-primary to university level, education will be linked with technology and practical learning, turning educational institutions into centers that encourage creativity and innovation.

Congress also commits to realizing the concept of Digital Nepal through maximum use of technology in all state services, which it says will eliminate corruption and bureaucratic delay at the root. Citizens, it promises, will be able to access government services easily from home. The party also pledges to ensure a democratic environment where people can question the government without fear and demand answers.

The party has further committed to modernizing and strengthening sectors such as energy, information technology, sports, and transport, along with rapid development of essential infrastructure. It also promises to safeguard Nepal’s valuable natural assets, such as the Himalayas, rivers, and forests, for future generations.

According to the manifesto, Nepal’s economy will be open, competitive, technology friendly, and environmentally responsible, helping attract international investment and technology.

Finally, the document states that the nation-building campaign will ensure dignified participation of all castes, ethnic groups, religions, classes, regions, and communities, and that the benefits of development will be shared equally among citizens on the basis of social justice.
