Earlier, the party´s Central Working Committee (CWC) meeting had worked out a plan to complete the process of renewing active memberships by mid-November and distribute new active memberships by mid-December. The party had decided to complete village, municipal, regional and district-level conventions as part of preparations for the general convention.
A senior leader of the party said renewing and distribution of new active memberships have not yet begun. The application forms printed for active memberships have not yet been sent to the districts. “This makes it clear that the party´s village, municipal, regional and district level conventions cannot be held by January 2010 as scheduled,” said the leader, seeking anonymity.
The NC CWC meeting on Monday had extended the deadline for distributing and renewing active memberships till January, 2010. “This will not affect the date of the party´s general convention scheduled for March,” said General Secretary Bimalendra Nidhi.
The majority of CWC leaders, however, doubt it would be possible to hold the general convention on the scheduled date since party district presidents in 16 various hill districts have demanded more time as it is difficult to expedite the process in view of the winter season. Moreover, the party has failed to resolve the problem of parallel committees of the NC and the then NC (Democratic) in 15 districts even two years after the merger of the two parties.
Party leaders said the date of the convention has also been affected by delay in sending the new statute of the party out to the district and village levels. The new statute must reach the lower levels of the party as the party has made several amendments to provisions related to active membership.
