According to the Municipality Source, the committee made up of representative of the all parties received payment few days before the end of fiscal year by submitting the fake purchase bill of various construction materials stating that it had completed the construction of the wire compound in the construction site of city hall. Chief of Construction Division engineer, Tejbahadur Shahi informed that despite his refusal for the payment for the work did not completed, the committee was able to receive payments influencing Executive Officer of the municipality.
"The members of committee had come to me asking for the payment. I returned them with the reply that payment cannot be made for the work never done. They had gone to Executive officer, later I learned that they received the payment," said Shahi.
For the City Hall construction project the municipality had earmarked 6 lakh rupees-3 lakhs for the for its design and 3 lakh for making wire compound bar -- for the fiscal year 2011/12.
The Coordinator of the construction committee Tikaram Chapai accepted of receiving payment however he was the opinion that they did so to save the amount being freeze. He also informed that they received payment after the oral agreement with the municipality officials that they would start the work on around the month of January of New Year. "I received the payment after the discussion with political representatives and government officials of the committees", he said adding, "Once the rainy season gone, we will start the compounding works."
However the Executive Officer Yam Lal Dhakal said that he made the payment to the committee as per the agreement done with the committee by earlier Executive officer of the municipality Lalit Basnet.
"I did not make the payment solely. It was done after discussing with all the stakeholders", Dhakal Said. "I did it only after receiving the bill that says the compounding work has been completed."
City Hall Construction is considered to be an ambitious scheme of the municipality with around 14 crores rupees total cost. The committee has said that it has been looking for the donors to contribute financially for the construction of the City Hall.
