Some NC, UML leaders withdraw amendments

KATHMANDU, Sept 8: As the constitution making process enters the final stage, leaders of major political parties have remained busy in discussions on how to manage discontents of disgruntled groups within their own organizations and the agitating political parties.
The leaders continue regular discussions about managing intra-party as well as interparty discontents while they also try to find ways to address some of the concerns of the disgruntled political parties.
"All the top leaders are in constant touch with me and their major concern is how to conclude the remaining procedures," CA Chairman Subas Nembang told reporters at his chamber at Singha Durbar on Monday.
UCPN (Maoist) Chairman Pushpa Kamal Dahal arrived at Nembang's official residence at Baluwatar in the morning to discuss how to conclude the remaining procedures.
Senior UCPN (Maoist) leader Baburam Bhattarai telephoned Nembang later in the afternoon to inquire about the same while Nembang was holding a meeting with chief whips and some other key leaders of Nepali Congress (NC), CPN-UML and UCPN (Maoist) to finalize plans for the procedures.
Sources at the CA secretariat informed that UCPN (Maoist) leaders are for investing further efforts for seeking some ways to accommodate MPRF on board the CA procedures even at the cost of pausing in the CA process for a couple of days.
UCPN (Maoist) Chief Whip Girirajmani Pokharel argued that there will be no procedural complication if major parties find a solution and take a decision from the CA.
"CA is sovereign institution. There is no any other body more powerful than this," said Pokharel. "So, we can find procedural way outs from the CA if leaders find solution at the political level."
Nembang said he has been making it clear to the top leaders as well as other lawmakers about the remaining procedures. "As per the latest estimate, we will promulgate new constitution by mid-September," he said.
According to him, one of the major queries of many leaders is if any solution can be found to address the concerns of the MPRF.
He has been saying that leaders can find a way out from among the 56 amendment proposals registered at the CA.
Nembang hinted that he can give an additional day or two in the CA if the leaders reach a political understanding with regard to addressing disgruntled groups' demands.
A leader involved in interparty negotiations said that Gachchhadar's concern can be addressed through an amendment proposal that is registered by a lawmaker, who has proposed to delineate a province of some Tarai districts including a part of Kailali, which is densely populated by Tharus.
Also, Gachchhadar is in regular contact with Nembang. He held a meeting with the CA chairman on Sunday evening before leaving for his home district to address a mass gathering there on Monday.
4 amendment proposals withdrawn
Some lawmakers on Monday withdrew the amendment proposals from the CA secretariat that they had registered there earlier on Saturday.
CPN-UML's Jitu Darji Gautam and Dal Bahadur Sunar withdrew their amendments that they had jointly registered at the secretariat. Also, Pemba Bhote withdrew his name from the amendments that he had jointly registered with NC's Nagendra Kumal.
Similarly, NC's Surendra Bhandari also withdrew the amendments that he filed earlier at the secretariat.
