Govt to register statute amendment bill Friday

KATHMANDU, April 20: The government is set to register on Friday the bill on a 12th amendment to the interim constitution at the parliament secretariat that would allow political parties to cut short the existing procedure for promulgation of the new constitution.



As per a cabinet decision taken on Thursday, the bill will be registered proposing to amend Article 70 of the interim constitution to remove some procedural hassles in statute drafting as the May 27 deadline for issuing a new constitution is fast nearing. [break]



The existing constitutional provision requires taking initiatives for forging consensus on each and every clause of the proposed constitution before putting the constitution bill for voting.



In event of failure to forge consensus on any of the clauses, the parliamentary party leaders of political parties represented in the CA need to hold mutual consultations.



As per the Article, leaders will be given 22 days to resolve the disputes. This provision is invoked even if a single lawmaker expresses his/her objection while separately endorsing each and every clause of the proposed constitution through the 601-seat CA.
