Govt to provide Rs 1m to Tarai protest dead

KATHMANDU, Sept 18: The government has decided to provide Rs 1 million each to family members of security personnel and individuals killed in the ongoing protests by Madhesi parties in the Tarai.

A cabinet meeting held at Singha Durbar on Friday made the decision.Minister for General Administration Lal Babu Pandit said that the government has decided to provide Rs 1 million in compensation to each family of security personnel and individuals killed in recent clashes in the Tarai. "Likewise, the cabinet has also decided to bear the medical expenses of injured security personnel and protestors," he said.

In the ongoing protests in the Tarai, according to the Home Ministry, as many as 45 individuals including 10 police and 35 locals have been killed while dozens injured are undergoing treatment at various hospitals.

Public holiday on September 20 and 21

Similarly, the government has also announced public holiday for September 20 and 21 to celebrate the promulgation of the new constitution.

On September 20, President Ram Baran Yadav is going to unveil the new constitution amid a special ceremony. "So, to mark the historic achievement, the cabinet has decided to announce public holiday. We urge one and all to celebrate the commencement of the new constitution with fervor," Minister Pandit said.

Civil Service Regulations approved

Likewise, the cabinet also endorsed the Civil Service Regulations with amendments. The approval of the Regulations will now pave the way for promotion of joint secretaries to 10 secretary level posts that have remained vacant for over a month and a half.

Secretary-level posts are currently vacant at the Ministry of Foreign Affairs, Ministry of Labor and Employment, Nepal Trust, President's Office, Vice President's Office, Office of Auditor General, National Vigilance Centre, Water and Energy Commission, Public Procurement Monitoring Office and the Western Regional Administration Office.

The regulations was amended to bring them in line with the recently amended Civil Service Act, which also bars transfer of civil servants from one service category to another. The fourth amendment to the Civil Service Act has six service categories for special class (secretary level) civil servants -- Nepal Administrative Service, Nepal Agriculture and Forest Service, Nepal Legal Service, Nepal Foreign Service, Nepal Engineering Service and Nepal Auditor Service.
