KATHMANDU, March 29: The government has announced that it will begin the process of refunding deposits to small savers in cooperatives within 100 days, as part of its recently unveiled 100-point reform agenda.
The commitment comes amid growing concerns over large sums of money being stuck in troubled cooperatives, particularly affecting small and micro-level depositors. The issue has had wider implications on the country’s financial circulation and public trust in the cooperative sector.

The provision has been incorporated in line with the election manifesto of the Rastriya Swatantra Party, which had pledged to address the cooperative crisis and ensure protection of small depositors.
In addition, the government has announced plans to amend the regulations related to the management of criminal assets within two months. The revision of the Illicit Assets (Freeze, Control and Confiscation) Regulations aims to simplify procedures, ensure uniformity, and facilitate the recovery of misused funds.
Officials say the legal reform is expected to support the broader process of returning cooperative savings by streamlining asset recovery and enforcement mechanisms.
The move is being seen as an early test of the government’s ability to respond to one of the most pressing financial concerns affecting ordinary citizens.
