Deuba faction leaders argued that the decisions to form additional departments in the party was not only taken without holding consultation with senior leader Deuba, but also flouted existing rules and regulations of the party. [break]
In the note of dissent, they alleged that the unilateral decision of the president had flouted the party´s policy of cooperation, consensus and unity within the party. Likewise, the leaders have also alleged that Koirala´s ´indecent´ remarks in the meeting had harmed the self respect and dignity of the party´s senior leader Deuba.
Deuba faction leaders also registered a separate back-dated ´note of dissent´ on the decision that endorsed party´s regulations. They argued that many of the provisions set in the regulations go against the spirit of the party´s statute, according CWC member Purna Bahadur Khadka.
The CWC meeting Saturday held discussions on the report submitted by an 11-member panel headed by Bhim Bahadur Tamang on the demands raised by indigenous nationalities. The 17-page report submitted on July 27 has suggested 17 ways to address the demands of identity-based federal state.
According to NC Spokesperson Dilendra Prasad Badu, there have been demands from the party leaders to give additional mandate to the committee to come up with a proposal on the names, number and delineation of federal states.
The CWC members also demanded that the committee induct additional members and also entrusted it with the responsibility to study the demands of women, Madhesi, Dalits and come up with a proposal on behalf of the party. “The CWC meeting on Sunday is likely to take a decision on giving additional mandate and induct additional members in the committee,” said CWC member Gagan Thapa.
Sitaula for NC-led alliance
At the end of the CWC meeting on Saturday, NC General Secretary Krishna Prasad Sitaula presented one-page long political proposal for discussions during the CWC meeting Sunday.
According to CWC member Badri Pandey, the political proposal argues that recent move of the Maoists to form a 20-party alliance in the name of ´pro-federalism´ force had hindered consensus among parties. Sitaula has proposed that NC should take initiative to forge alliance with parties that are in favor of federalism, democracy and republic and exert pressure on the Maoists to come to the path of consensus.
The political proposal has also argued that resignation of caretaker Prime Minister Baburam Bhattarai is a must. The new national consensus government to be formed after the resignation of Bhattarai will take necessary decisions to bail the country out of current political stalemate. "There is no way except to jointly exert pressure on the government to step down first for forging national cosnensus," the proposal has concluded.
