[break]Coincidently, the mass gathering has been planned on the day when the Mohan Baidya faction of the party is organizing its national gathering. Dahal has directed the state committees to ensure participation of over 100,000 cadres in the gathering.

"Those who support identity- based federalism, including leaders from the Nepali Congress and the CPN-UML will participate in the gathering," Dhawa Lama, central committee member close to the establishment, quoted Dahal as saying.

According to another CC member Raju Khadka, the mass meeting is expected to turn public opinion in favor of the Constituent Assembly election scheduled for November 22.
