A group of about 25 Maoists led by Parsa district committee member Dhruva Yadav smeared black on his face at his office at 4 pm, alleging that he was involved in irregularities.
Police have arrested one of the Maoist cadres while they were returning after tarring Bhandari.
Maoists have brought all works at the customs point to a halt, demanding release of the arrested cadre.
