ITAHARI, March 1: The main accused of Monday´s Babarmahal bomb-blast in the capital Kathmandu Devraj Lama Tamang, aka Bishwakranti, was released on bail four years ago in an arms and ammunition case.

The police had arrested Lama of Dhankuta-1 in December, 2007, and charged him with possession of arms and ammunition after he was found terrorizing locals in Dharan with weapons. [break]

But District Administration Office (DAO), Sunsari granted him bail in a few days releasing him on general date. Lama, who never turned up on specified dates, was not seen again.

“The DAO then decided to forfeit the bail amount of Rs 6,000,” a DAO staffer said. The then Chief District Officer (CDO) of Sunsari Ram Prasad Thapaliya had passed a verdict on the case on June 23, 2010.

Locals remember how Lama used to terrorize people in the name of Bishwakranti and Krantibijeta.

“He used to gather some people at hotels in Dharan and Itahari to hatch plots. But now he has apparently become capable of masterminding such a huge blast,” a local of Itahari said. “He would not have dared to carry out such a big blast had the administration acted tough on him after thorough investigation.”
