Taking part in CA deliberations on the report of the Constitutional Committee, Bhattarai stressed the need of promulgating a new constitution on consensus basis. “We don´t have any objection to competitive multiparty system and diversity,” he said.
But Dr Bhattarai objected to the word “pluralism” in the draft of the committee. “Only the capitalists accept pluralism and it will not help in reaching consensus,” he said.
He said, “The constitution should be a document of compromise. The constitution cannot be formulated as per the wishes of bourgeois democrats or socialist democrats.”
Dr Bhattarai also expressed concern that the country may slide into conflict if the new constitution is not promulgated through consensus.
He also called on other CA members to include the terms “People´s War” and a "commitment to end the feudalism and foreign interference" in the preamble of the constitution. He also stressed on right to self determination to provinces and called for changing the national flag.
