Yadav told reporters in Biratnagar on Friday that the government action against the armed groups is provocative.
"At a time when the armed groups have remained silent, the government is trying to invite chaos in the Tarai by killing their leaders in encountes," Yadav said.
During the last one week, police killed four activists of various armed groups in Dhanusha and Siraha districts in what the police claimed were encounters. Of the four, two were from the groups which are in talks with the government.
Nearly all the armed groups in the Tarai have been accused of involvement in criminal activities including extortion, kidnapping and murder. Many of them claim to be fighting for Madhesi cause and have been known to visit neighboring India to procure arms.
"The armed groups actually want to come to peaceful negotiations," Yadav said. "The encounter strategy adopted by the government will bring instability in the Tarai." He further alleged that the present government is trying to prolong its stay in power by creating chaos in the Tarai.
As per the understanding reached between the government and the United Democratic Madhesi Front after the second Madhes movement, the armed groups were to be brought to talks under a peaceful environment. Accordingly, the then Maoist government had held the first round of talks with five Madhesi armed groups and one armed group from the hills.
