In a statement Tuesday, US State Department spokesperson John Kirby said the US congratulates the people of Nepal on their steadfast commitment to democracy. "The promulgation of the constitution is an important milestone in Nepal's democratic journey," he said. The US has said the government must continue efforts to accommodate the views of all Nepalis and ensure that the constitution embraces measures consistent with globally accepted norms and principles, including gender equality, religious freedom, and the right to citizenship. "We encourage all Nepalis to continue to engage in the democratic process through peaceful, nonviolent means. And we call on Nepali security forces to exercise restraint as people express those democratic rights," he further said.
Likewise, Germany has welcomed the promulgation of new constitution in Nepal by the elected Constituent Assembly (CA). "This is an important step toward reconciliation and further democracy. Nepal is entering a new chapter in its history and is now a country with democratic constitution," said German Foreign Minister Frank Walter Steinmeier.
Minister Steinmeier said the new constitution has laid the foundation of democracy and the rule of law which provides the basis for a positive economic and political future, and gives an important message to the people, whose country was struck by a catastrophic earthquake only a few months ago.
Germany has also expressed happiness that it was able to support Nepal government throughout the constitution drafting process. "I am hopeful that the violent unrests which have erupted these past weeks, especially in the Tarai region, will be resolved through dialogue between demonstrators and the government, and that the inclusion of all nationalities be continued," he said while assuring Germany's continued support to Nepal throughout its economic development.
Likewise, France has also welcomed the promulgation of the new constitution in Nepal. "France welcomes the promulgation by Nepal of the new constitution, which therefore completes the political process initiated in 2008," a French Foreign Ministry statement quoted its spokesperson as saying.
The spokesperson has said that this is a key step toward continuing national reconciliation, restoring political stability and returning to the path of development. On Monday, China and Pakistan had welcomed the promulgation of the new constitution in Nepal.
However, United Nations (UN) while refraining from welcoming the statement has said it acknowledges the long-awaited constitution of Nepal on Sunday. The statement apparently has India's tone replicated on Nepal statute.
Issuing a press statement, UN Secretary General Ban Ki-moon voiced concern about recent violence in the country and stressed the need for dialogue and non-violence. "The Secretary-General acknowledges the adoption of the new Constitution in Nepal. Noting that the Constitution is a living document, he urges all political leaders to act in the broad national interest and with continued flexibility and inclusivity," his spokesperson, Stéphane Dujarric, told reporters in New York.
"He remains concerned about the recent violence and stresses the importance of dialogue and non-violence as well as respect for peaceful protest and freedom of assembly," he added. "A peaceful and democratic Nepal is what the people of Nepal seek and deserve."
