The political proposal drafted by party Chariman Pushpa Kamal Dahal has mentioned that the hydropower projects need to be constructed keeping in view the national need and interest.[break]
According to the proposal, the party would adopt a clear single or integrated policy on production, procurement and distribution of the energy.
The people should feel the ownership of the hydropower projects built for their benefit, the proposal states.
Party Spokesperson Agni Prasad Sapkota said the Chairman has, in the political proposal, stated that a power trade company could be established for the production, distribution and promotion of electricity. The investment for the project can be generated from within the people with support of the government, he added.
Similarly, a contract agreement with the people´s elected body should be made for electricity distribution and revenue collection while the power developer company itself should construct the transmission line and a transmission hub, adds the report.
The existing national transmission line should be upgraded to 1,000 kilovolts, national transmission line should be built by making basis for mid-hill highway and making its capacity 420 kilovolts, the political document to be presented in the party´s upcoming convention states.
Dual transmission line should be built in the mid-hill and east-west highways on the basis of river basins and the agreements with India should be scrapped if they are not in our national interest and new deal should be reached if need be, spokesperson Sapkota said.
Koshi, Gandaki, Mahakali, Upper Karnali and Arun-II are such projects needing agreement cancellation with India.
The UCPN (Maoist) is constituting economic and production bureau at the central level for the country´s economic development. Similarly, the document has proposed the formation of cooperative department in party´s states, districts and village units.
Similarly, each production brigade would be established in every district and the members of the production brigade and members of the production task force would be provided with identity cards and uniforms.
All members of the party would also be the members of the production cooperative while labor cooperatives would be formed as per the need in the villages, the political document states.
Furthermore, ´One Village, One Cooperative´ would be implemented for poverty alleviation.
