One-year-old Rabindra Jogi and two-year-old Man Bahadur Jogi, the sons of Ratna Bahadur Jogi, were killed in the fire.
They were sleeping when the fire spread to their house from the hay their step brother Arjun Jogi had burnt nearby.
Police have taken ´mentally unstable´ Arjun into custody.
