KATHMANDU, July 27: Eleven student unions on Tuesday padlocked the offices of Higher Secondary Education Board (HSEB)’s vice-chairman Upendra Koirala and member-secretary Ram Bahadur Khadka protesting Tribhuvan University (TU)’s decision of phasing out Proficiency Certificate Level (PCL) from this academic session.

Eleven student unions affiliated to various political parties have announced agitation against the recent agreement between Ministry of Education (MoE) and 13 students unions for allowing TU to scrap PCL.
