Stir against ethnicity-based federalism meaningless: Maoist leader

RUKUM, May 10: UCPN (Maoist) politburo member Lokendra Bista Magar said on Thursday that the federal states would be carved out based on identity, not on ethnicity, while adopting federalism in the new constitution.



Speaking to reporters in the Rukum district headquarters of Khalanga, the former minister argued ethnicity comes last among the five determinants included in his party’s 10-state model and, therefore, identity will be preferred over ethnicity while restructuring the state. [break]



The Maoist leader also said since the federal states would be carved out based on identity, there is no meaning of organizing protests against ethnic-based federalism and asked the agitating Brahman and Chhetri bodies to call of their banda.



“There will be no federalism without identity, and there will be no new constitution without federalism,” he said adding, “A dialogue among political parties is going on to make a maximum of 10 federal states.”
