Special panel mooted to monitor 5-pt deal

KATHMANDU, May 31: Top leaders are preparing to form Special Parliamentary Monitoring Committee to monitor the progress in implementing the five-point agreement reached among the major political parties ahead of extending the term of the Constituent Assembly (CA) Sunday morning.



Parliament sources said Speaker Subas Nembang is likely to head the proposed body and senior leaders from different political parties will be its members.

According to leaders, Nembang held discussions with the chief whips of major political parties in connection of forming the body on Monday.[break]



"The speaker has already taken initiatives in this connection and we are for endorsing the proposal when it will be tabled at the parliament meeting scheduled for June 3," said Nepali Congress (NC) Chief Whip Laxman Ghimire.



Apart from the major political parties, the body will also have representatives from from Madhes-based and other small political parties as members, said a leader involved in the initiatives.



The leaders had decided to form a special parliamentary committee as the House meeting on Sunday morning had unanimously endorsed the proposal to accept the five-point agreement as the parliament´s property. Minister for Law and Justice Prabhu Sah accepted the proposal on behalf of the government at the same meeting.



The leaders took the initiatives to form the body as the chiefs of three major political parties -- Prime Minister Jhalanath Khanal from CPN-UML, Chairman Pushpa Kamal Dahal of UCPN (Maoist) and President Sushil Koirala of the NC -- have made crucial commitments on peace process, constitution making and power sharing while signing the deal.



The top leaders have committed to complete within next three months the major tasks of the peace process and prepare the first draft of the constitution from the CA.

They have also promised to implement effectively the various past agreements reached with the Madhesi Front, including the one to make the NA an inclusive institution and to extend the CA term by three months. The fifth point of the deal states that the prime minister will resign and pave the way for the formation of a consensus government.



"We decided to push for effective implementation of the deal as it is a milestone in connection of advancing the peace process and expediting the statute drafting process," Ghimire, who had tabled the proposal to accept the five-point agreement as the parliament´s property, told Republica.



The proposed body will have the power to summon even the prime minister and inquire about the government´s plan of action and the progress made in connection of advancing the peace process. It can also issue directives to the government if and when needed.



Leaders argued that forming such a body became imperative as the parties had reached similar deal last year but disputes regarding implementation resulted in delays. A leader said the proposed special committee can put due pressure on the government and other stakeholders to implement the deal and avoid unnecessary controversies.
