KATHMANDU, Jan 5: The Rastriya Swatantra Party (RSP) and former leaders of the Nagarik Unmukti Party (NUP), along with Tharuhat/Tharu activists, have reached a 9-point consensus following party realignment.
The agreement was signed at a ceremony in the National Assembly Hall by RSP Vice-Chair Dol Prasad Aryal, former NUP Senior Vice Chairman Damodar Pandit and Tharuhat activists Laxman Tharu and Surendra Chaudhary.
Key points of the agreement include retaining the party name, flag, and election symbol (bell), recognizing the Tikapur incident as a political movement, and legally initiating the declaration of Tharu-majority areas as protected special regions.

Adopt the September 2025 youth movement against corruption and misgovernance as a guiding political framework for national development, social justice, and a path toward a respected middle-income Nepal within a decade.
Party name, flag, and election symbol remain the Rastriya Swatantra Party, bell on a blue background, with the central office in Kathmandu Valley.
Commit to addressing structural inequalities—gender, caste, ethnicity, regional—per the constitution, following federal democratic and proportional inclusive principles.
Begin legal and constitutional processes to declare Tharu-majority regions as Tharu Protected Areas, promoting Tharu religious and cultural systems.
Recognize the Tikapur incident as a political movement and implement high-level recommendations related to peace and security after forming the federal government.
Fully implement Tharu reservations in civil, judicial, and police services as per allocated quotas.
Promote regional governance initiatives based on geography, population, capacity, and cultural identity through multi-party political consensus.
Integrate former NUP leaders and Tharuhat/Tharu activists into party structures to strengthen RSP’s organizational capacity.
Rally other reform-minded political groups and individuals under RSP’s principles, leadership, and bell symbol to advance democratic governance, development, and social justice.
