President Yadav said that only initiative by the prime minister can steer the country toward the right direction.[break]
"I have been telling this to the prime minister time and again. I have told him to take earnest initiative for ending the impasse for the sake of the country," said the president while inaugurating Nepal-Korea Technical School in Butwal, Saturday.
The president said that political parties and the Constituent Assembly had failed to institutionalize the achievements of the 2006 people´s movement. "I now wonder whether I also failed to do the needful," he said in a sentimental note.
President Yadav said history will ultimately judge who were responsible for the non-promulgation of the constitution.
On the occasion, the president refuted the notion that CA dissolution had brought about unnatural political vacuum in the country. "The new constitution could not be promulgated in the country; democracy could not be institutionalized, but there is no constitutional vacuum. We have Interim Constitution. We need to move ahead as per the constitution," he said.
Arguing that the path ahead had become difficult due to the dissolution of the CA without promulgating a new statute, he urged the prime minister to work for consensus.
The president also said that there is no alternative to moving ahead by learning from past mistakes. "But simply regretting the blunders alone is not enough".
He said that the UCPN (Maoist), Nepali Congress, CPN-UML and United Democratic Madhesi Front (UDMF) were responsible for pushing the country toward this difficult juncture.
The president also objected to the government´s plan to run the country through ordinances. "To run the government through ordinances would be anti-democratic. There is no parliament so the government instead of seeking short-term solution through ordinances should work to find a legitimate alternative," he further said.
