KHOTANG, March 1: In order to force VDC secretaries to remain in the villages they serve, the District Development Committee (DDC) Khotang has come up with a new plan.

As per the plan, VDC secretaries will be allowed to attend only one meeting every four months in the district headquarters, according to Local Development Officer (LDO) Nischal Raj Pandey. “We'll hold quarterly meetings with VDC secretaries from now onwards,” LDO Pandey said. Until now, the DDC used to hold monthly meetings with VDC secretaries.Under the pretext of attending the monthly meetings, VDC secretaries have been spending most of their times in district headquarters, which has greatly inconvenienced the service seekers. Recommendation by VDC secretaries is a must for processing many vital documents such as citizenship and passport. Locals in the district often have to spend hours in search of their respective VDC secretaries and get their works done. Sometimes, they are unable to locate VDC secretaries even after searching for hours, according to service seekers.

During the conflict period, VDC secretaries avoided villages fearing for their lives. However, even after the end of conflict, they have continued to stay away from the villages, according to the locals.
