Parliamentary panel suggests govt to present budget in May

KATHMANDU, March 24: The Finance Committee of legislature-parliament has directed the government to prepone the fiscal year by a month to mid-May.

Holding series of meeting with finance minister, and officials of finance ministry and National Planning Commission, the committee has also prepared a timeline for budget preparation process -- from budget discussion to tabling of budget in parliament -- and has asked the government to set a fixed date for budget presentation.


Earlier in a discussion with committee, Finance Minister Ram Sharan Mahat had said that the fiscal year can be preponed for effective implementation of development programs.

Officials say setting of a fixed date for tabling of budget will end the tendency of postponing budget presentation due to whatsoever reasons.

Talking to Republica, Prakash Jwala, chairman of the committee, said they have asked the government to fix a date in law for tabling budget, like in India and USA, for effective implementation of budgetary programs.

India tables government every year on February 28.

To make pre-budget discussion more effective, the committee has also advised the government to prepare a schedule for pre-budget discussion, budget preparation, tabling and endorsement from parliament. "It will provide sufficient time for implementation of projects as well as reduce delay in procurement plans and pave the way for timely authorization of the budget," added Jwala.

The committee has also suggested to the government to take appropriate measures so that transfer of civil servant will not affect development works. It has also asked the government to adopt 'right person at the right place approach' while transferring civil servants.

The parliamentary panel has also suggested to the government introduce reward and punishment system for effective implementation of development programs. It has also asked the government to treat 'failure to implement development projects in given timeframe' as an abuse of authority.
