Against the political leadership in the governments in the past, the former administrators, and the bureaucracy are all at helm to hold the election to the Constituent Assembly now. [break]
It is therefore a historic opportunity for them to prove their mettle with competence and honesty by holding the CA election in a free and fair atmosphere by June 21 this year.
For this, the sitting Chief Justice has been made the Chairman of the election government and former senior administrators the ministers. Taking into account the suggestions of the political parties on the one hand and the people´s aspiration on the other, present government is in need of materializing the country´s need- the CA election.
In this connection, former secretary Umesh Mainali said it is a historic opportunity and responsibility to the judiciary and the administration of Nepal that they are assigned to hold CA elections. If they want to prove their competence, they must hold election within the stipulated time at any rate, he stressed.
Similarly, he said it was not necessary to doubt the fairness of election because the bureaucracy was heading the government.
He commented that it was the political nature to blame the civil servants if they did not act as per the political parties and leaders. The civil service, he argues, is in form, order and limitation, which the political leadership must understand.
Former chief election commissioner Surya Prasad Shrestha said the formation of the election government under the leadership of the Chief Justice means that the political parties were tired of inter-party struggle.
This time however is a time for the bureaucracy to show their talent, the competence. Those in the government can have fair discretion while handling the situation, he suggested.
Senior journalist Bhairav Risal said although it was not wrong to hand over government leadership to the Chief Justice, he was not of the view that political leadership needs to be dominated only by the political parties.
He added that at a time the national independence and integrity were facing jeopardy, the government should remove the negative feelings among the people and prove it was formed on its own discretion.
Present government is to fix the date for election, and make and amend the necessary laws and rules while the political parties to create the atmosphere for election.
Amidst this, present government is considered responsible to do the needful for fulfilling its duty by strengthening the relations between the government and the bureaucracy.
